Department of Preschool Education

The Department of Preschool Education, which is a structural subdivision of the Ministry of Education of the Republic of Belarus, ensures the functioning and management of the system of preschool education.

The main tasks of the department are:

•Ensuring the implementation of state policy in the field of preschool education, special education at the level of preschool education, social and legal protection of the rights and interests of persons with special needs of psychophysical development;

• Management of the system of preschool education and the system of special education at the level of preschool education;

• Coordination of the activities of the republican government bodies, structural subdivisions of the regional and Minsk city executive committees exercising state powers in the field of education, organizations, individual entrepreneurs, who, in accordance with the law, have been granted the right to carry out educational activities, on the implementation of the functions of the preschool education system and system of special education at the level of preschool education;

• Development of international cooperation in the fields of preschool education and special education at the level of preschool education;

•Provision of state regulation of preschool education, special education at the level of preschool education, creation of conditions for the development of organizations of all forms of ownership, carrying out the type of economic activity "Preschool education";

• Exercising other powers in the field of preschool education, determined by the Code of the Republic of Belarus on Education, the Regulations on the Main Department, these Regulations, and other legislative acts.

The department in accordance with the tasks assigned has the following functions:

• Ensuring the implementation of state policy in the fields of preschool education and special education at the level of preschool education, the implementation of the Code of the Republic of Belarus on Education and other regulatory legal acts regulating activities in the field of preschool education, special education at the level of preschool education;

• Analysis of the state and forecast of prospects for the development of preschool education, special education at the level of preschool education, the study of global trends and the identification of priority areas for development in these areas;

• Determination of the main directions of development and improvement of the quality of preschool education, special education at the level of preschool education;

• Implementation of coordination of the activities of the republican government bodies, local executive and administrative bodies in the fields of preschool education and special education at the level of preschool education;

• Interaction with the republican government bodies on the implementation of state policy in the fields of preschool education and special education at the level of preschool education;

• Interaction with public associations, the United Nations Children's Fund (UNICEF) in the Republic of Belarus and other organizations in the fields of preschool education and special education at the level of preschool education;

• Development and approval of draft regulatory legal acts, other legal acts, state programs (subprograms) in the fields of preschool education and special education at the level of preschool education;

• Organizing the development of educational standards for preschool education, curriculum documentation for the educational program for preschool education, the educational program for special education at the level of preschool education, the educational program for special education at the level of preschool education for children with intellectual disabilities and their approval in the manner prescribed by law;

• Participation in the organization of the development of educational and program documentation for the educational program of additional education for children and youth and its approval (coordination) in the manner prescribed by law;

• Development of organizational and practical measures to create special conditions for preschool education and special education for children of preschool age, taking into account their psychophysical characteristics, as well as to correct their physical and (or) mental disorders, and provide them with correctional and pedagogical assistance;

• Exercising control in the field of preschool education, special education at the level of preschool education, coordination and interaction with structural divisions of the ministry, republican government bodies on issues of preschool education, special education at the level of preschool education, provision of correctional and pedagogical assistance, creation of special conditions for obtaining preschool education and special education for preschool children;

• Studying the activities of educational institutions that implement the educational program of preschool education, the educational program of special education at the level of preschool education, the educational program of special education at the level of preschool education for children with intellectual disabilities;

• Organizing the preparation and publication of educational publications for teachers and pupils of educational institutions implementing the educational program of preschool education, the educational program of special education at the level of preschool education, the educational program of special education at the level of preschool education for children with intellectual disabilities;

• Participation in the preparation of draft international agreements of an interdepartmental nature with state bodies of foreign states and (or) international organizations in the field of preschool education, special education at the level of preschool education;

• Organizing and conducting fundamental and applied scientific research in the field of preschool education, special education at the level of preschool education, promoting the implementation of their results in the educational process of educational institutions implementing the educational program of preschool education, the educational program of special education at the level of preschool education, the educational program of special education at the level of preschool education for children with intellectual disabilities. Control in these areas of activity of subordinate educational institutions and other educational institutions;

• Organizing and conducting experimental and innovative activities in the fields of preschool education and special education at the level of preschool education;

• Organization of work to improve the content, forms and methods of teaching and educating children of early and preschool age, including those with special needs of psychophysical development, introducing effective pedagogical experience into the practice of preschool education, and practice of special education at the level of preschool education;

• Organization and holding of competitions, festivals, conferences, seminars and other educational, scientific events, including international ones held on the territory of the Republic of Belarus in the fields of preschool education and special education at the level of preschool education;

• Participation in the formation and maintenance of a database of children with special needs of psychophysical development;

• Implementation of scientific and methodological guidance and coordination of the activities of preschool education institutions and special preschool institutions;

• Interaction with local executive and administrative bodies in solving the issues of the functioning of the system of preschool education and the system of special education at the level of preschool education;

• Participation in coordinating, in accordance with the law and provisions on structural subdivisions of regional executive committees and the Minsk City Executive Committee, both exercising state powers in the field of education and youth affairs;

• Participation in the coordination of candidates for the positions of heads of structural subdivisions of regional executive committees and the Minsk City Executive Committee both exercising state authority in the field of education and youth affairs, as well as for the positions of heads of special preschool institutions, centers for correctional and developmental education and rehabilitation;

• Coordination of decisions on the reorganization and liquidation of preschool education institutions, special preschool institutions, centers for correctional and developmental education and rehabilitation in the manner prescribed by law;

• Coordination of work to ensure monitoring of the quality of preschool education, special education at the level of preschool education, interaction on this issue with the relevant structural divisions and subordinate organizations of republican subordination;

• Analysis, control and coordination of activities of structural subdivisions of the regional executive committees and the Minsk City Executive Committee, exercising state authority in the field of education and youth affairs, to ensure the safety of the educational process in preschool education institutions, special preschool institutions, centers for correctional and developmental education and rehabilitation;

• Coordination of work on collecting and updating information about specialists working in the system of preschool education, the system of special education at the level of preschool education, interaction on this issue with subordinate organizations;

• Assistance in the organization of physical education of preschool children, including those with special needs of psychophysical development, cooperation on these issues with the Ministry of Sports and Tourism of the Republic of Belarus and with the relevant subordinate institutions of republican jurisdiction;

• Participation in determining the procedure for creating conditions for education and upbringing of pupils who are in sanatorium-resort and health-improving organizations and sent to these organizations as part of organized groups;

• Development and implementation of a system of organizational and practical measures to provide early comprehensive assistance to children with special needs of psychophysical development under the age of three;

• Assistance in the creation of coordinating and other councils in various areas of activity in the field of preschool education, special education at the level of preschool education, development and approval of regulations on them;

• Ensuring the implementation of the tasks assigned to the Ministry for cooperation with international organizations operating in the field of preschool education, special education at the level of preschool education, including the training of specialists, the exchange of educational technologies, programs, etc.;

• Participation in the organization of international cooperation in the field of preschool education, special education at the level of preschool education;

• Consideration, in the manner prescribed by law, of appeals (proposals, applications, complaints) of citizens and legal entities on issues within the competence of the department;

• Ensuring a unified procedure for working with documents in accordance with regulatory legal acts on office work and archiving, their high-quality preparation and execution on time;

• Supervising the educational institution “Republican Center for the Rehabilitation of Preschool Children with Hearing Impairment”;

• Provision of information content of the Internet portal of the Ministry on issues of preschool education, special education at the level of preschool education;

• Exercising, in accordance with the tasks assigned to management, other powers established by law.
