
Student time passes in a blink of an eye. In August, organizations and enterprises of the country will be replenished with new personnel. More than 53 thousand young professionals will come to their first job.
Among them - 16.7 thousand young specialists, 18 thousand people are specialists and workers with secondary specialized education who were trained on the budget and 18.8 thousand people represent workers or employees with vocational education who were trained at the expense of funds of the republican and (or) local budgets and who are provided with a place of work by distribution.
Most young specialists start work on August 1, but a graduate may arrive earlier. In this case, the distribution will start from the moment the employment contract or contract with the organization was signed.
If a young specialist, without a good reason, did not arrive at the place of distribution on time, the employer must report this to the educational institution within 15 days. One may not appear only for a good reason and if has the document, for example, a sick leave. In this case, one must notify the educational institution and the employer in written form.
In order for new personnel to successfully adapt and become professionals, the legislation provides for a whole range of support measures.
Among labor guarantees - the employer is obliged to provide a young specialist with a job corresponding to the specialty and qualification received, to issue it under an open-ended employment contract or contract; a young specialist cannot be placed on probation; for two years, he is protected from dismissal. It is unacceptable to terminate the employment contract with the specialist on such reason as "inconsistency with the position held or the work performed due to insufficient qualifications."
Among the economic support measures - within a month from the date of arrival at the organization, a young specialist receives financial assistance in the amount of a monthly scholarship assigned to the student in the last semester before graduation. If he did not receive it, the payment will be calculated based on the size of the social grant. An employee who is not distributed at the place of registration will also receive a lump sum allowance in the amount of salary. Incentive payments are also established for graduates who come to work in budget organizations subordinate to the Ministries of Education and Culture in the amount of 20 to 45 percent of the salary, the Ministry of Sports and Tourism - from 10 to 50 percent. In the system of the Ministry of Health, such payments range from 20 to 50 percent of the salary, the Ministry of Labor and Social Protection - 10 percent. In areas of radioactive contamination in certain areas (education, healthcare, agriculture, culture), a lump-sum payment of 200 basic units (7,400 rubles) is made upon the conclusion of the first contract for a period of five years, and a lump-sum allowance is paid from 555 rubles to 2,775 rubles.
It is worth saying that many aspects of assisting young personnel are provided for by collective agreements. For example, if a young specialist lives in another locality, there is travel compensation. If he remains to work after the expiration of the mandatory period, additional financial assistance is paid.
Today, in the regions of the country, specialists after a university or college who have come to the agricultural industry and teachers are in great demand. It is extremely important to motivate a novice specialist. In many respects, motivation influences the fact that young people will remain in the regions, continue labor dynasties, gain experience and become mentors themselves.
According to Presidential Decree No. 353, for the first two years of compulsory work, specialists of agricultural enterprises with higher and secondary specialized education receive an additional payment of 0.46 of the base rate, and in the next three - 0.69.
In educational institutions, schools for young teachers are organized, in which teachers with experience work and conduct classes. Experienced teachers help their young colleagues to successfully realize their ambitions and actively participate in the educational process.
Another important fact: the employee remains a young specialist throughout the entire period during which he works on distribution. So, graduates of universities and colleges work two years, graduates of institutions of vocational education work a year. If a specialist entered the masters on a paid basis, he does not lose his status and must work out the required years after graduation or reimburse the state funds spent on his education. At the same time, a state-funded undergraduate student must again be distributed. Those who received the second stage of higher education work for a year, those who entered in the year of graduation from the university – two years. If a graduate comes to work in the target area, then the terms of working off can be different: after university - at least five years, after college - at least three.
Now for young professionals begins the time of great opportunities. Everything they need for a good start is there. The rest depends on the will to develop and move further.
