The 2024 admissions campaign has already begun and is being carried out taking into account a number of innovations. According to tradition, the priority is to create equal, transparent conditions for applicants, increase the objectivity of assessing their knowledge, streamline selection for targeted training, and create additional opportunities for the admission of gifted and motivated young people.
Today the Press House hosted the press conference “Entry Campaign 2024 in Belarus. Centralized exam and rules for admission to educational institutions.” Specialists from the Ministry of Education and the Republican Institute for Knowledge Control shared details of the innovations that will be introduced in the Centralized Testing and the Centralized Exam, talked about readiness for admission, and gave recommendations to school graduates and their parents.
In addition, the specialists clarified on the issues of providing benefits when enrolling in universities for applicants, submitting documents to two universities at once, and the chances for those who will not be able to enroll this year.
The admissions campaign is taking place in accordance with the Rules for the admission of persons for higher education, to which specific adjustments were made by Decree of the Head of State No. 416 of December 29, 2023.
For 2024, target figures for admission to budgetary and paid forms of education in institutions of higher, secondary specialized, vocational and technical education have been approved.
According to the head of the Main Directorate of Vocational Education of the Ministry of Education, Sergei Pishchov, in order to create equal conditions and ensure the possibility of admission of applicants based on the results of the CE and CT at the expense of the republican budget for all specialties, the minimum number of places that should remain for the main competition has been determined. This is 20% of the target figures (for medical specialties - up to 10%).
“In this regard, those who chase exam-free admission need to understand that if applicants with similar admission opportunities exceed 80% of the admission target numbers, then there will also be competition among them. And some in such a situation will not be able to enter there and as a result they’ll have to participate in the main competition,” emphasized a representative of the relevant educational department.
Favorable conditions for admission to specialties in demand by the economy are provided for gifted, talented and motivated applicants. In this regard, the Ministry of Education, universities, and personnel customers are carrying out a number of activities. Thus, in February 2023, Olympiads in academic subjects ended at 21 regional universities. About 1000 winners, holders of diplomas of I, II, III degrees received recommendations for exam-free enrollment.
School graduates are showing soaring interest in targeted training. The format of the admissions campaign for such applicants will not change this year.
The pool of applications for those wishing to enter a university in the target field will be approved before May 1. “There are no restrictions on the form of ownership of organizations - public or private. We have created equal conditions for everyone. There are also no restrictions on the location of the enterprise. It could be a small town or Minsk. All organizations have the opportunity to obtain personnel for their enterprise on the basis of targeted training,” said Sergey Pishchov.
The document will be available on the website of the Ministry of Education. “It will be posted in a convenient form on the information resources of universities and colleges. A young person, having seen the specialty for which he plans to enter under the conditions of targeted training, will be able to familiarize himself with the list of those organizations that provide an opportunity. After this, the applicant will be able to contact the enterprise in order to subsequently conclude an agreement on targeted training and take part in the competition,” added the head of the main department of the Ministry.
Applications must be submitted from June 27 to July 2; Entry tests will last from July 4 to July 10; enrollment is until July 12. Questions on academic disciplines are posted on the website of the Ministry of Education.
The list of the most in-demand specialties has been updated and it gained 16 more specialties. This is the best offer for motivated applicants.
One of the most notable features of the admission campaign is the expansion of opportunities for medalists and cum laude college graduates. Such applicants will be able to enroll in almost all specialties at regional universities facing no exams whatsoever. Exceptions are “Medical”, “International Relations”, “International Law”, “Jurisprudence”, “Economic Law”, “Public Administration and Law”, “Oriental Studies” specialties.
Graduates of lyceums under the aegis of universities have their own admission options. For example, last academic year those who studied at the BSU Lyceum, as well as lyceums of the Belarusian-Russian and Polessky State Universities entered exam-free. This time, graduates of the lyceums of BNTU and Vitebsk State University will have such an opportunity if in all subjects they score no lower than eight points, in specialized subjects – no lower than nine.
Innovations of the 2024 admissions campaign also apply to applicants who have mastered the content of the additional education program for gifted children and youth at the National Children's Technopark. Talented students can safely enter universities without entrance tests for in-demand specialties.
Graduates of specialized classes will be enrolled in the corresponding specialty based on the results of an interview. Five areas have been identified: pedagogical, agricultural, military-patriotic, sports-pedagogical, and engineering. The latter will be able to take advantage of the opportunity to enter by interview in 2025. Next year will be their first graduation.
Even more opportunities are opening up for Russian citizens. Starting this year, Belarusian universities will accept students for the budget based on the results of the Unified State Examination. In the future, graduates will be able to find employment in their specialty in our domestic organizations and enterprises. Let us remind you that in 2023, Russians could become students of Belarusian universities based on the results of the Unified State Exam exclusively on a charge form.
The head of the Republican Institute for Knowledge Control Yuri Miksyuk summed up that the methodology for calculating points for the CE and CT will remain the same. For clarity, all the necessary tables are available on the RIKC website.
An important innovation this year: everyone who passes the centralized exam this year will be able to see their checked examination paper in the personal E-account of the CE participant. The publication of a scanned copy is the Ministry of Education’s response to requests from final test participants who want to check their answers with the correct ones. All you need is the form number and the key to your personal E-account.
