November 14. Andrei Ivanets reminded of the task the President gave on August 27, 2024 during the Nationwide Pedagogical Council. The task is to eradicate bureaucratic burden placed on teachers and tasks not related with their duties as teachers.

- In this regard, there was a hard work with regions and colleagues of other republican government bodies, Andrei Ivanets noted.

- I have to say there are lots of violations even though we get reports how well the situation is.

Andrei Ivanets named key points of the Prime-Minister’s order № 321 of 2017. The document forbids teachers from inspecting furnace and heating equipment and other means of fire safety.

Teacher’s must not be responsible for that. Yes, he must pay attention to any violations of fire safety and inform Regional Departments of Emergency Situations if he finds such violations but he must not issue any statements of conformity. Same rule applies to sanitary-epidemiologic control. If a family is in socially dangerous situation and no family member follows doctor’s requirements, it is the doctor who must be responsible for such control, said Andrei Ivanets.

The order further prohibits for institution of learning to request families to pay their debts for power, water and order a teacher to conduct awareness-raising job on communal services payment.

- There is an order of the Minister of Education forbidding to give instructions not provided in regulatory and legal acts via an E-mail or messengers, Andrei Ivanets noted. A separate tab on the Ministry of Education website about functions that are not typical for teachers has been created, and all regulatory documents can be found here. For example, the new version of the Ministry of Education Decree No. 164 clearly spells out a specific list of documents regulated for maintenance by certain categories of teachers.

Thus, a teacher-psychologist must keep two documents - individual consultations and his/her annual work, but local authorities GO AGAINST the Ministry about maintaining four documents.

- On what basis? - asks the Minister. - If we are fulfilling the President's order on de-bureaucratization - what are these documents for? The same applies to vitally-necessary ones that have nothing to do with educational work at all. For example, we are talking about monitoring children's social networks. Such monitoring might be necessary, but non-documented.

In addition, it is necessary to eradicate reports on holding events. The Ministry of Education has defined a plan for ideological, educational and social work and it is approved once a year. There should be no other plans. Reporting - twice a year. It can be easily done in non-documented form. It is possible and necessary to position your work on websites, in Telegram channels of institutions of learning.
