Draft Law on Education approved by Council of the Republic

November 18, the draft law "On Amending the Codes on Education Issues" was approved at the sitting of the second session of the Council of the Republic of the National Assembly of the Republic of Belarus of the eighth convocation.

The draft law was prepared taking into account law enforcement practice in order to clarify certain provisions of the Education Code. In particular, it provides for the provision of a guarantee to young specialists dismissed from work due to conscription for military service to occupy their previous position if not eventually assigned to any unit.

Local authorities are vested with the authority to organize free transportation of students within large settlements to educational institutions and to places where educational, sports, cultural and other events take place (currently, transportation is provided only in rural settlements to preschool and general secondary education institutions).

An opportunity is provided for students in grades X-XI to master the educational program for training drivers of mechanical vehicles and self-propelled machines. The government is granted the authority to determine in the Education Code cases of redistribution and re-assignment to work of young specialists (for example, their re-assignment to service in the Ministry of Internal Affairs, the Investigative Committee, the Customs Committee).

In order to increase the responsibility of customers of targeted training, it is envisaged that the organization that is the customer of personnel will be obliged to reimburse the funds spent by the state on training a specialist in the event of unjustified termination or failure to fulfill the terms of the contract for targeted training.

It is envisaged that graduates from among orphans and children left without parental care will be exempted from reimbursement of funds spent by the state if it is impossible to provide them with a new job when redistributing them in populated areas at their place of residence or at the place of their inclusion in the lists of those in need of better housing conditions.

The right of individual entrepreneurs to implement preschool and special education programs is excluded. The requirement for schoolchildren to adhere to a business style in clothing is formalized.
